All indications are that there will be new Plan PIVE 2017, but the diesel could stay out
Spanish car industry is still awaiting the arrival of a new plan of aid for the purchase of new cars, a review of plans to encourage the market and, above all, to encourage buyers to renew their car. Although registrations continue to grow in Spain, 11.2% in May and 7.3% in the first five months of 2017, we must bear in mind that those responsible for this growth remain primarily businesses, and car rental sector. If we focus on individuals, the growth so far this year stands at just 2.1%. Now, you animate a PIVE 2017 New Plan to private buyers? How this aid plan will be articulated? Is diesel left out?
If access to credit and, above all, the economic outlook for Spanish families do not improve, it is hard to imagine that aid which in any case are expected to reach the 1,000 € that came to offer with old PIVE Plan, be sufficient incentive to encourage these families to renew their car. As you said ANFAC (Spanish Association of Automobile Manufacturers and Trucks), with more than 3 million people have been depleted their income in recent years, it will not be easy that Spanish families are encouraged to buy new cars and help renew a car park where there were more than 8 million cars older than fifteen years and about 2 million cars over twenty years.
Returning to the issue of aid, the presence in the State's general budgets from a consignment of 66.6 million euros, of which 50 million could be used in a new PIVE Plan, and the stated intentions of the Government, we are invited to think that before the end of this year actually will be a new aid plan.
While total registrations in Spain have grown in the last year by 7.3%, the private channel is growing at a much slower pace, close to stagnation, 2.1%
But how aid of this new PIVE Plan will be structured?
The remaining 16.6 million euros, we know that they have been assigned to MOVEA plan, that subsidized purchase hybrid electric plug and alternative energy such as liquefied petroleum gas (LPG) and compressed natural gas (CNG). Would define how the 50 million euros will be used it has been endowed with the Ministry of Energy to support the acquisition of low-emission vehicles.
The possibility that the diesel left out of these plans would be in the air. The scandals that have seen in recent years, following fraud Volkswagen emissions; the problem of pollution episodes in major cities; and the certainty that many diesel under the Euro VI continue to emit NOx amounts well above homologated, make compatibility with these hangs aid of a thread. Even knowing that the government made public its willingness to diesel are not harmed.
What is clear is that, if the diesel stay out of this grant scheme would have to find a new classification for vehicles that could benefit from them. A classification which not only take into account energy efficiency and CO2 emissions, which were the factors that were taken into account in previous editions of PIVE Plan.
In the last quarter, diesel have meant less than half of total registrations in Spain
Meanwhile, without the diesel receive the grievance to stay out of these subsidies, diesel continue to lose ground in Spain. This trend, which will come confirming long, has led for three consecutive months between March and May inclusive, diesel have not reached not even reach half share of total registrations. We talk about the lowest share for diesel for two decades, since 1998.
The sinking of diesel is official: in March the diesel has not reached half of the registrationsThe fall in diesel continues to make progress and although it is still early ...
